SHARING WHAT WORKS: THE LEADSx2023 BEST PRACTICE LIBRARY
How can Europe close the advanced digital skills gap by 2030? One essential step is making proven, innovative solutions widely accessible and easy to replicate. That’s why LEADSx2030 has launched the Best Practice Library: a public, centralised and searchable online resource designed to inspire, connect and empower professionals, policymakers and training providers across the EU.
A flagship initiative under the Digital Europe Programme
Developed as part of the LEADSx2030 Coordination and Support Action (CSA) under Strategic Objective 4 (SO4) of the Digital Europe Programme, the Best Practice Library responds to a clear need: boosting knowledge sharing and scaling successful practices in advanced digital skills (ADS).
With €287 million already invested in ADS projects through SO4 (2021–2027), the library captures and shares key learnings from across a dynamic and diverse ecosystem: from cross-border master’s programmes and short-term trainings to cybersecurity academies, semiconductor upskilling platforms, and more.
What is a “best practice”?
In the LEADSx2030 context, best practices are defined as:
“Successful, inspirational and innovative solutions for addressing the skills gap in Europe by 2030, while also being scalable and transferable across contexts and regions.”
Each practice in the library includes:
- Context – Where and how the solution was developed
- Challenge – The specific problem tackled
- Solution – The strategy, methodology or tool applied
- Outcomes – Tangible results (quantitative or qualitative)
- Key takeaways – What others can replicate
- Associated resource – Where to learn more (toolkit, publication, etc.)
All submissions are reviewed against clearly defined eligibility criteria including relevance, impact, timeliness, scalability, and credibility.

Who is it for?
The Best Practice Library is designed for stakeholders who can implement change, including:
- Public and private training providers (universities, VETs, online platforms)
- Policymakers (EU, national, regional)
- Industry actors and SMEs with experience in digital training
While learners and citizens benefit indirectly from better training provision, the primary users are those designing and delivering programmes that shape the future of Europe’s digital workforce.

Why it matters
Europe is investing in AI, cybersecurity, high-performance computing, digital health and more. But infrastructure and innovation alone aren’t enough. We need a robust, future-ready talent pool. The Best Practice Library supports this by surfacing what works and enabling others to build on it.
By collecting and curating scalable solutions, LEADSx2030 ensures that successful approaches don’t stay local or isolated but instead become part of a shared European knowledge base.
