Europe Has a Skills GaP
Now It Has the Data to Close It
For years, the conversation about Europe’s digital talent shortage has been driven by estimates, projections, and educated guesses. We know the EU needs 20 million ICT specialists by 2030. We know demand for AI, cybersecurity, cloud and data skills is rising fast. But knowing that there is a problem and knowing exactly where to act are two very different things.
What Is the ADS Demand Dashboard?
Developed by HeadAI as part of the LEADSx2030 initiative, the ADS Demand Dashboard is the public interface of the LEADSx2030 analytical framework, a practical, interactive tool that gives policymakers, education providers and industry a live window into Europe’s advanced digital skills landscape.
The dashboard does not rely on approximations. It is powered by a uniquely comprehensive dataset, processed through a semantic AI framework and integrated across three data layers:
- 3 million+ EU job advertisements
- 10 million open-access research publications
- 100,000+ investment records
All data is harmonised through a semantic AI framework, using natural language processing, graph-based clustering and digital twin generation to turn millions of raw data points into clear, actionable data
Seeing Europe’s skills through a new lens
Rather than treating skills as isolated items on a checklist, the model captures how they co-evolve in real-world contexts, revealing both what employers are asking for today and what is emerging on the horizon.
Users can explore skills demand at multiple levels of granularity, from broad technology domains such as AI, cybersecurity and cloud computing, right down to specific skill clusters and track how demand trajectories shift across sectors and over time. A representative sample of 410K job ads referencing advanced digital skills in 2024 alone gives a sense of the scale of intelligence the model draws on.
Crucially, it also surfaces “blind spots” skills that appear first in research outputs before materialising in job advertisements giving forward-thinking organisations a head start in preparing their workforces for what comes next.
Who is it for?
The ADS Demand Dashboard is designed to deliver value across the entire advanced digital skills ecosystem.
Education and training providers
It offers a live benchmark against which to test whether curricula reflect current and emerging labour market needs. Rather than relying on periodic employer surveys, institutions can monitor shifts in real time and identify opportunities to develop entirely new programmes in areas of unmet demand.
Policymakers
The dashboard provides forward-looking intelligence, with demand forecasts stretching to 2027 and 2030. It enables early detection of potential shortages before they become structural problems and supports the alignment of education, innovation and industrial policy with the actual trajectory of the labour market.
Industry and employers
It cuts through the noise to identify which niche or emerging skills pockets are essential for adopting new technologies and staying competitive, helping businesses plan their talent strategies with greater precision and confidence.
From Data to Action
What sets the ADS Demand Dashboard apart is not just the volume of data behind it, but what that data enables. It highlights where training provision is lacking, where supply already exceeds demand, and where the most critical gaps are opening up — all in one place, in real time.
